10 Taliban surrender to gov't in W. Afghanistan
A total of 10 Taliban militants gave up fighting and joined the government on Wednesday in Afghanistan's Herat province with Herat city as its capital, 640 km west of capital city of Kabul, said an authority.

"Ten armed Taliban including their commander namely Mullah Gul Ahmad laid down their weapons and joined government in Adraskan district of Herat province Wednesday morning," said a press release issued by provincial department of Afghan National Directorate of Security (NDS) here.

The former militants also handed over their weapons to NDS or intelligence agency officials and the efforts are underway to convince more militants lay down arms and join the government- initiated peace process, the release said.

The rebel Taliban, who launched in May this year a rebel offensive against Afghan and NATO forces, has not made comments yet.

Roadside bomb kills 3 including district chief, wounds 3 in Afghanistan
 A district chief along with two of his bodyguards was killed and three others sustained injuries in Helmand province, 555 km south of Kabul on Wednesday as a roadside bomb struck their vehicle, an official said.

"The tragic incident happened at 01:00 a.m. local time today on a road in Khanshin district killing Mohammad Masoud, the governor of Khanshin district, along with two of his bodyguards on the spot," spokesman for the provincial administration Daud Ahmadi told Xinhua.

Three more of his bodyguards were injured in the blast, he added.

He also put the attack on the enemies of peace, a term used against Taliban militants by officials. However, the outfit fighting Afghan and NATO-led troops have yet to make comment.

3 killed, 22 arrested in military operations in Afghanistan

Afghan forces, backed by NATO-led Coalition troops, have killed three insurgents and detained 22 others in military operations launched over the last 24 hours, the country's Interior Ministry said on Wednesday morning.

"During the past 24 hours, the Afghan National Police (ANP), Afghan National Army (ANA) and Coalition Forces launched 12 joint and independent operations in areas surrounding Kabul, Badakhshan, Kandahar, Helmand, Nimroz, and Khost provinces," the ministry said in a press release.

"As a result of these operations, three armed insurgents were killed and 22 others were arrested by the ANP," the release said.

The ANP also discovered and confiscated 13 AK-47 assault rifles, three PKM machine guns, two rockets, six different types of weapons, 10 box PKM bullets, two radio handsets, 36 kg of Improvised Explosive Devices (IED) and one motorbike in the mentioned raids.

Separately, the ANP discovered and defused 15 anti-vehicle mines, three box PKM and machine gun bullets as a result of security operations in areas surrounding Logar, Jowzjan and Kandahar provinces in the same period of time, it added.

Afghan officials often use the word "insurgents" referring to the Taliban. However, the insurgent group, who launched in May this year a rebel offensive against Afghan and NATO forces, has not made comments yet.

U.S. Defense Secretary pays surprise visit to Afghanistan
U.S. Defense Secretary Leon E. Panetta paid a surprise visit to Afghanistan on Tuesday, a local media outlet reported.

"Defense Secretary Panetta arrived in Afghanistan today for an unannounced visitor," a private news service, Kabul Pressistan reported.

However, Afghan Defense Ministry spokesman Zahir Azimi when approached by Xinhua expressed ignorance, saying "I have no information."

His visit to Afghanistan occurred days after beginning second phase of security transition from NATO-led troops to Afghan forces.

The second phase of handing over security charge to Afghan government begun from Parwan province 55 km north of Afghan capital Kabul on Dec. 1.

During his two-day visit, the U.S. Defense Secretary is slated to meet Afghan President Hamid Karzai and Defence Secretary Abdul Rahim Wardak. He will also meet with General John allen, the U.S. commander in Afghanistan, troops and U.S. embassy staff, according to media reports.

His visit here is the second stop on a holiday tour that began in Africa and will also take him to Iraq, Libya and Turkey.

6 civilians killed in roadside bombing in Afghanistan
Six civilians were killed when their car ran over a roadside bomb in Afghanistan' s Helmand province, some 555 km south of capital city of Kabul, local government said in a press release on Tuesday.

"A total of six civilians including women and children were killed as their vehicle touched off a roadside bomb along a road in Hidar Abad area of Gereshk district on Monday," the press release said.

It also said two women were injured in the blast.

In a separate incident, two policemen and three civilians were injured when a motorbike bomb went off near a police vehicle in Helmand's Sangin district Tuesday afternoon, according to the press release. "The motor cycle bomb was detonated when a police vehicle was running along a road in Sangin district at about 02:00 p.m. Tuesday. But police after a search operation detained a suspected man who might use a remote control device to detonated the bomb," it said.

It blamed Taliban insurgent for initiating the attacks. However, the insurgent group, who launched a rebel offensive against Afghan and NATO-led forces stationed in the country in May, has not made comments yet.

A total of 1,462 Afghan civilians were killed in the first half of 2011, a 15 percent rise over the same period of 2010, according to the United Nations mid-year report released in Kabul on July.
